INTER-DISTRICT AGREEMENT POLICY

Requirements for Students Requesting Attendance at Wheatland Union High School on an Inter-district Agreement

A student applying for acceptance at Wheatland Union High School, under an inter-district agreement, must:

A. Demonstrate a 2.0 grade point average, with no more than one F.

B. Demonstrate a clean behavior record with no negative citations.

C. Demonstrate a positive attendance record (positive defined as a 95% attendance rate in every class period).

D. Participate in a parent/student conference with a Wheatland Union High School administrator prior to acceptance.

E. In addition, acceptance of the inter-district student must not have a negative impact on the grade level program at Wheatland Union High School (For example, if there was no room in English I classes, then no additional freshmen inter-districts would be accepted).

F. A probationary period of one quarter will be permitted to students who drop below the above-mentioned requirements. Students attending Wheatland Union High School on Inter-district agreements will have their attendance, behavior, and academic performance monitored every quarter.

** There would be no automatic approvals allowed for students coming from Wheatland Union High School feeder schools, for children of employees, or any other sub group.

ANTI – HARASSMENT POLICY

The Wheatland Unified High School District is committed to providing all students with a safe and supportive school environment.  Members of the school community are expected to treat each other with respect.  Teachers and other staff members are expected  to teach and to demonstrate by example that all members of the community are entitled to respect.

Harassment of a student by another student or by a teacher or other staff member is a violation of school policy.  This includes (but is not limited to) harassment based on race, national origin, actual or perceived ethnicity, marital status, sex, sexual orientation, religion, economic circumstance, school performance, physical characteristic or disability.  Punishable harassment is conduct, including verbal conduct, (1) that creates (or will certainly create) a hostile environment by substantially interfering with a student’s educational benefits, opportunities or performance, or with a student’s physical or psychological well-being; or (2) that is threatening or seriously intimidating.

To prevent harassment in the first instance, staff members should communicate: 1) why harassment is wrong and 2) that tolerance and respect are essential to a free society.  In response to an act of harassment, staff members should intervene immediately to stop the harassment and, if appropriate, should punish the harassment promptly, consistently, and proportionately to the seriousness of the act.  The response should not end there; rather, staff members should deter future harassment with continuing lessons of tolerance and respect.

BULLYING PREVENTION POLICY

The Wheatland Union High School District believes that all students have a right to a safe and healthy school environment.  The district, school, and community have an obligation to promote mutual respect, tolerance, and acceptance.

The Wheatland Union High School District will not tolerate behavior that infringes on the safety of any student.  A student shall not intimidate or harass another student through words or actions.  Such behavior includes: direct physical contact, such as hitting or shoving; verbal assaults, such as teasing or name-calling; and social isolation or manipulation.

The Wheatland Union High School District expects students and/or staff to immediately report incidents of bullying to the principal or designee.  Staff is expected to immediately intervene when they see a bullying incident occur.  Each complaint of bullying should be promptly investigated.  This policy applies to students on school grounds, while traveling to and from school or a school-sponsored activity, during the lunch period, whether on or off campus, and during school-sponsored activity.

To ensure bullying does not occur on school campuses, the Wheatland Union High School District will provide staff development training in bullying prevention and cultivate acceptance and understanding in all students and staff to build the school’s capacity to maintain a safe and healthy learning environment.

Teachers should discuss this policy with their students in age-appropriate ways and should assure them that they need not endure any form of bullying.  Students who bully are in violation of this policy and are subject to disciplinary action up to and including expulsion.

The Student Behavior Code includes, but is not limited to: 

bulletAny student who engages in bullying may be subject to disciplinary action up to and including expulsion.
bulletStudents are expected to immediately report incidents to administration or designee.
bulletStudents can rely on staff to promptly investigate each complaint of bullying in a thorough and confidential manner.
bulletIf the complainant student or the parent of the student feels that appropriate resolution of the investigation or complaint has not been reached, the student or the parent of the student should contact the Superintendent/Principal.  The school district prohibits retaliatory behavior against any complainant or any participant in the complaint process.

 The procedures for intervening in bullying behavior include, but are not limited, to the following:

bulletAll staff, students and their parents will receive a summary of this policy prohibiting bullying: at the beginning of the school year, as part of the information packet, as part of new student orientation, and as part of the school system’s notification to parents.
bulletThe school will make reasonable efforts to keep a report of bullying and the results of investigation confidential.
bulletStaff is expected to immediately intervene when they see a bullying incident occur.
bulletPeople witnessing or experiencing bullying are encouraged to report the incident; such reporting will not reflect on the victim or witnesses in any way.
