BEHAVIOR GUIDELINES

SUSPENSION and EXPULSION: Violations of the following sections of the EDUCATION CODE 48900 are grounds for either suspension and/or expulsion from the district:

  1. Threatened, attempted, or actual injury to another
  2. Possessed, furnished or used explosives, dangerous objects or weapons (including knives, stun guns, laser pointers, pepper spray)
  3. Possessed, furnished or used alcohol or controlled substances (as defined by Health and Safety Code 1107)
  4. Unlawful possession, use, sale, or otherwise furnishing, or being under the influence of alcohol or drugs
  5. Committed robbery or extortion
  6. Caused or attempted to cause damage to school or private property
  7. Stolen or attempted to steal school or private property
  8. Possessed or used tobacco
  9. Committed obscene acts, habitual profanity or vulgarity
  10. Unlawful possession of, or unlawfully offered or furnished drug paraphernalia
  11. Disrupted school activities or willfully defied school authorities, including supervisors, teachers, administrators, school officials, or other school personnel engaged in the performance of their duties
  12. Knowingly received stolen school or private property
  13. Possession of imitation firearm
  14. Committed or attempted to commit a sexual assault
  15. Harassed, threatened, or intimidated a pupil or witness; Committed sexual harassment (48900.2); Caused, attempted to cause, threatened to cause, or participated in an act of Hate Violence (48900.3); Engaged in harassment, threats, or intimidation directed at a student or a group of students creating a Hostile Educational Environment (48900.4); Terroristic threats against school officials or school property (48900.7)

EDUCATION CODE 48915 VIOLATIONS

An expulsion recommendation and hearing are required for the following offenses:

  1. Caused serious physical injury to another person, except in self-defense
  2. Possessed a firearm, knife, explosive, or other dangerous object
  3. Unlawfully furnished or sold a controlled substance
  4. Committed robbery or extortion

Student Consequences For Inappropriate Behavior

  5. In-house suspension, parent notification

  9. Report to police, DMV, or appropriate agencies
  10. Recommend transfer to alternative program, or expulsion
  11. Maximum suspension from school, recommend expulsion

*A greater degree of accountability can be administered depending on circumstances
i.e. Defacing property:
    - writing on desk, 1st occurrence, teacher may make student clean desk
    - carving into the desk, 1st occurrence, suspension and pay for damages
    - breaking into the school and spray painting the walls etc., expulsion

WORK DETAIL

Administration, with parental permission, may assign work detail in some cases involving less serious offenses, in lieu of out-of-school suspension.

PUBLIC DISPLAY OF AFFECTION

Public displays of affection are prohibited (with the exception of holding hands).

PROGRESSIVE DISCIPLINARY CONSEQUENCES

In the event of multiple referrals, as a result of difference behavior violations or occurrences, even though they may be in different levels of the disciplinary matrix, the consequences may result in an increased degree of accountability.

For example, one referral for a dress code violation, a second referral for tardies, and a third referral for disruptive classroom behavior, can result in a Saturday School. Then, for instance, should there be fourth referral for cell phone, then a one-day suspension may be the disciplinary consequence. These would be minimum disciplinary consequences with a greater degree of accountability for more serous discipline code violations.

RECOGNIZING BULLYING BEHAVIOR

Bullying is exposing another student to abusive actions repeatedly over time. It is a form of violence. Bullying may be physical (hitting, kicking, spitting, pushing), verbal (taunting, malicious teasing, name calling, threatening), or emotional (spreading rumor, manipulating social relationships, extorting, or intimidating).

Bullying actions may be direct or indirect.

Direct bullying or identifiable bullying actions may include:

bulletHitting, tripping, shoving, pinching, and excessive tickling
bulletVerbal threats, name calling, racial slurs, and insults
bulletDamaging another's belongings
bulletDemanding money, property, or some service to be performed
bulletStabbing, chocking, burning, and shooting

Indirect bullying may include:

bulletRejecting, excluding, or isolating target(s)
bulletHumiliating target(s) in front of friends
bulletManipulating friends and relationships
bulletSpreading rumors
bulletSending hurtful or threatening e-mail or writing notes
bulletBlackmailing, terrorizing, or posing dangerous dares
bulletDeveloping a Web site devoted to taunting, ranking, or degrading a target and inviting others to join in posting humiliating notes or messages

If a student is being bullied, he/she should tell a teacher, counselor, administrator or adult on campus, or tell their parents.

Bullying at Wheatland Union High School is unacceptable!  Every student and every adult must address bullying head on and NOT ignore the problem.

RECOGNIZING RACIST BEHAVIOR

Racist behavior may be defines as any hostile or offensive act or expression by a person of one racial and ethnic origin against a person of another racial group or ethnic origin or any incitement to commit such an act in such a manner that it interferes with the peace and comfort of the aggrieved person.

The following categories identify racist behavior that will not be tolerated or go unchallenged at Wheatland Union High School.

  1. Physical assault because of color an/or ethnicity.
  2. Derogatory name-calling, insults and racist jokes.
  3. Racist graffiti.
  4. Provocative behavior such as wearing racist insignia.
  5. Bringing written racist materials such as leaflets or magazines into school.
  6. Verbal abuse or threats.
  7. Incitement of others to behave in a racist way.
  8. Racist comments in the course of discussion in class.
  9. Refusal to co-operate with other people because of their ethnic origins.

Racist incidents can be reported to the Guidance Counselors or Administration for investigation and follow through as to the disciplinary measures appropriate to the violation.

A record of all racist incidents will be kept and include the details of the offense, the person(s) concerned, action taken and sanctions imposed.

INAPPROPRIATE USE OF TECHNOLOGY

Inappropriate use of technology will result in loss of use of technology and/or loss of Internet privileges for one month, three months, five months, or a school year depending on the severity of the incident and the number of occurrences. (A greater degree of accountability can be administered depending on circumstances).

Inappropriate use of technology includes giving out a student's own, or using another student's, user name and/or password. This is a violation of the Wheatland Union High School Technology Use Agreement and is considered theft. All users are responsible for all actions made using that student's user name and/or password.

Students who use technology as a tool to commit an offense will receive a "two-pronged" consequence. This means if a student uses a computer to access pornography, he/she will receive a consequence for: 1) "profanity, vulgar or obscene act" (see discipline matrix); and 2) for misuse of the computer (loss of privileges).

Privileges such as participation in / or attendance at school activities such as dances, games, field trips, etc. may be denied as an intervention to modify student behavior.
